Follow-up Comment #19, bug #53539 (project octave):

Ian - I think that the following script *should* show the popup message that
the file dummy.m has been modified


system ('touch dummy.m);
pause (2);
dummy


without any kind of time zone manipulation. So I find it hard to separate that
valid behavior from whatever influence changing the local time zone may have,
to see whether there are still any problems on the development branch.
