Details:

There is no tikzstandalone support for octave for winodws because 
tikzstandalone requires gnuplot with lua/tikz terminal and embedded gnuplot
with octave for windows does not support lua/tikz terminal.

At the bug tracker in the past

I submitted the patch which enables some terminals including the lua/tikz
terminal.

But tikz support has been ignored until now.

Why has been the patch for lua/tikz ignored?

In octave manual, description of tikzslandalone exists and it is mentioned
that tikzslandalone require lua/tikz terminal for gnuplot.

I think that gnuplot embedded with octave *must* have lua/tikz support.
Otherwise please delete description oh of the  tikzslandalone from the manual.
