Follow-up Comment #1:

I can't imagine this is a frequent issue, and there are easy workarounds.  At
best, maybe it is worthwhile to implement the first suggestion to track what
the opening block comment character was.  The second scenario seems quite
esoteric.  I lowered the priority even more to 2 rather than 3.
