Hmmmm, :-|

What library are we looking at?  When I installed all the packages needed to
make Octave build, I did a search for ARPACK and picked whatever appeared in
the Muon (is it?) package manager.  I see nothing there about 3.x.x series. 
Instead, what I've picked is


libarpack++2-dev
  Object-oriented version of the ARPACK package (development)
libarpack++2c2a
  Object-oriented version of the ARPACK package (runtime)


Have I picked the wrong packages?
