Follow-up Comment #7, bug #53630 (project octave):
Had exactly this issue on two machines both updated from ppa:octave/stable.
One box is running Lubuntu 14.04 LTS 32 bit, second box running Lubuntu 16.04
LTS 64 bit.
I could see the menu bar on the 64 bit box and was able to get to the
preferences where changing the default font to something other than Courier
New did the trick.
