Follow-up Comment #12, bug #52496 (project octave):
The GUI command window seems to be attached to Windows cmd.exe's properties.
If you change the properties of the cmd.exe by clicking on the top bar then
going to Properties (or Defaults for that matter) and under the layout section
increasing the Window Height, it helps.
It does not solve the problem but at least you can see more lines.
