Follow-up Comment #2, bug #53595 (project octave):

I have been helping Alexander get the Octave Flatpak packaging working well to
align with the upcoming 4.4 release.

The intent of the Flatpak distribution is to allow easy installation of
user-facing apps including all of their dependencies without being constrained
by what packages or versions of libraries a distribution has. For example,
Flatpak will allow a Debian stable user to easily install the latest Octave
without needing to mess with backports or pulling in PPAs or third-party APT
repos.

My personal hope is that Flatpak will make obsolete a lot of the need for
complicated backports, Ubuntu PPAs for LTS users, and so on.

The only thing a user needs is to install the flatpak package from their
distribution.
