Follow-up Comment #22:
Philip, I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/be37df6e1fb4
as a workaround. Instead of the timer, the patch just enables the paste action
on windows at start up (so more close to your suggestion in comment #18).
While this imposes less load, the paste action remains active even when the
clipboard is empty.
Since this is only a workaround and not a real bug fix, I would like to leave
this bug report open until the real cause is found.
