Follow-up Comment #14, bug #52809 (project octave): Yes, cputime is what I prefer. tic/toc was the original poster's choice. I did run the tic/toc numbers a second time to confirm nothing happened system wise. Plus there are a lot of cores on this system such that I typically don't have issues unless some system resource is utilized (as opposed to simple looping).
