Follow-up Comment #1, bug #52775 (project octave):

I fretted over how to control TeX inside @code{} via some setting or package. 
Then I figured there must be some means of doing such a thing in Texinfo (I'm
unfamiliar with it).  I then found the answer in the Texinfo manual, Section
12.2 Inserting Quote Characters.  The attached patch is an easy fix.

Chapter 9 Evaluation of the Octave manual has an example of single quotes use
in code.  Try doing cut-and-paste on that example via xviewer before and after
the changeset.  **NOTE** Be sure to do

rm doc/interpreter/octave.dvi

from the top build directory because it appears the make rules have no
dependence on the file doc/interpreter/macros.texi.
