Follow-up Comment #1, bug #52184 (project octave): I don't know enough about the gnuplot interface, but I suspect this is something that Octave simply cannot control about gnuplot. Gnuplot chooses how and where to draw its axes and legends. Octave maintains its own view of where it thinks the position of these things are, but I don't think it has the ability to influence how they are drawn in gnuplot.
