Follow-up Comment #12, bug #51388 (project octave):

I was the one who suggested in bug #51203 "Do we need to fix cd / chdir?"
which is how we got here. I have no idea how it was determined that this
while-strcmp-pwd-cd loop was necessary, but according to those who were
investigating bug #51203, it is for some users on some systems. It's still not
clear to me whether it's really a bug in the chdir / getcwd library calls, or
whether it's some interaction with Octave and zip / unzip, or something else.

We need someone with Windows who is affected by bug #51203 to drill down and
determine whether something is really wrong with the state of chdir / getcwd
or not.

It doesn't look to me like zip and unzip are being called asynchronously,
unless every system() call in Windows is async.
