Details:

Somewhere between 4.0 and 4.2, the strncmp function became case insensitive.

Reported on the Debian BTS along with the attached patch provided by the
reporter (https://bugs.debian.org/867212).

Fix provided in this patch looks pretty easy (liboctave/util/oct-string.cc),
but needs a test case added somewhere as well.

Should be committed on the stable branch. I am happy to care of this but not
today.
