Follow-up Comment #11, bug #51203 (project octave):

Russian letters are char codes: 168 and 192-255, that wider than [32:127] and
I think, their need to convert as says in
https://octave.sourceforge.io/io/function/oct2xls.html but today converting is
not right. It need to think about it at second time
