Follow-up Comment #1, bug #50774 (project octave):
Attempting to run the iconv executable program in mxe-octave:
> iconv -t UTF-8 -f "ISO 8859-5" input.txt
iconv.exe: conversion from ISO 8859-5 unsupported
However, running
> iconv -t UTF-8 -f "ISO-8859-5" input.txt
works ok
In Linux, both ways work fine
