Details:
I noticed today that libpcre now (and probably since about a decade) includes
a pkg-config file. Instead of relying on the "pcre-config" program, we should
switch to using pkg-config to configure the CPPFLAGS, LDFLAGS, and LIBS needed
to build against PCRE.
I'm expecting to work on this, but don't let me block anyone else from doing
it first. Also let me know if this is a bad idea for some reason (some
particular distributions don't have libpcre.pc? macOS has some ancient version
of PCRE that doesn't support pkg-config?)
