Details:

Debian does not ship  medfilt1  because its licence is non-standard (although
it seems quite permissive).

Moreover, it only accepts two arguments (data and the window width, but not
the dimension to act over or "omitnan" etc.).

The attached file is a reimplimentation from scratch.  I'm not submitting a
patch, since that would include some of the code with the suspect licence.
