Follow-up Comment #3, bug #44596 (project octave):

This issue is (at least partly) still present in Octave 4.2.0.

After the debugging procedure described in comment #0, I still do not get a
new line when pressing the return key on a blank line. 

This happens also in Linux, not just under Windows as it is currently
suggested be the tags.
