Follow-up Comment #2, bug #48966 (project octave): I usually run the unit test in the "inst" directory where the test code works out of the box. I changed the code (similar to your patch) so that the test code now works in any directory if the cgi package is installed. I assume that this makes it easier for distro package maintainers.
