[Octave-bug-tracker] [bug #48959] queueing: Please, allow building of documentation from the tarball

Follow-up Comment #2, bug #48959 (project octave):

Building the documentation requires also the Makefile in the main package
directory. I don't know whether it is ok to include the Makefiles, since the
tarball is what gets installed with "pkg install -forge queueing" and I
vaguely remember that the requirement was to keep its content as tidy as
possible. 

Would the attached tarball be fine with both Debian and the Octave-forge
guidelines? It contains all images in .png and .pdf format, so that the
documentation can be built with:

texi2pdf queueing.texi (-> queueing.pdf)
makeinfo --html --no-split queueing.texi (-> queueing.html)
