Follow-up Comment #2, bug #48830 (project octave):
For the record, the compatibility version of Java that is being talked about
is here:

I don't think this is a bug in and of itself. Rather, if someone finds a
compelling reason to use some newer feature of the Java language, then it
could be considered to update this version. The point is that no features are
currently being used, so there is no compelling reason to update that version
number.
If there is a patch, for example, that needs Java 1.5 to implement some
feature in a more maintainable way, then that makes sense.
To me this falls under "if it ain't broke, don't fix it".
