In Octave 4.0.3:
>> cell(0,1)
error: subscript indices must be either positive integers less than 2^31 or
logicals
>> num2cell(ones(0,1))
ans = {}(0x1)
in matlab 2016a:
>> cell(0,1)
ans =
Empty cell array: 0-by-1
>> num2cell(ones(0,1))
ans =
Empty cell array: 0-by-1
