Follow-up Comment #35, bug #48474 (project octave):

Although performance issue of qt4 to gnuplot for windows, I tried to build
it.
However, I could not figure out where
moc, uic, rcc, and lrelease exist in the  mxe-octave build tree.

May they have to be linux native because this is cross-build?

gnuplot-1-fixes.patch for the gbuplot/config/mingw/Makefile to set which
terminals are built.

As I told, may we have to add additional dependency
for cairo support?

cairo 
glib 
libffi 
pango 
pixman

I have struggled with mxe-octave folder I cannot find how to add them to
build.
