Follow-up Comment #14, bug #48418 (project octave):

Try the attached patch.

Please report if this works, whether the value of fpucw is correct when Octave
starts up (both with and without Java), and whether tests like assert.m (bug
#48365) or axis.m (bug #48364) are also fixed with this patch.
