Follow-up Comment #44, bug #48172 (project octave):
Indeed, as Lachlan suggested, just replacing the symlink in
<src dir>/build-aux/address@hidden
by one pointing to
/usr/share/texmf/tex/texinfo/texinfo.tex
makes for a smooth build of the docs.
BTW I saw these:

MAKEINFO ../dev_VE/doc/interpreter/octave.info
GEN doc/interpreter/doc-cache
octave_doc_imkoq1:19529: misplaced {

I tried to find where it came from but apparently octave_doc_imkoq1 is a
scratch file that got deleted at the end of the build.
