Follow-up Comment #13, bug #43036 (project octave):

Its been awhile but I think that's right.  Here's my summary:

1. Looks like I've made some mistakes here ("echo_bug2.m" should be
"echo_bug2.bat", the single quote thing you mentioned).

2. The crucial thing is whether Octave ("popen2_bug2.m") gets any messages
after the .bat file writes to stderr.  I.e., whether you see "Hello 4", "Hello
5", etc.

3. So I don't think the "<waiting> (somewhere)" is too important.
