Follow-up Comment #114, bug #41699 (project octave):
I vaguely recall something about Qt not looking in the right spot for plugins
or maybe translations? when run via the tarball distro of mxe-octave.
The installer version creates a qt.conf file in the bin directory that sets
the path for translations, and probally could also for plugins if needed (and
if that worked) - but is only created currently in the installer
