Follow-up Comment #1, bug #47723 (project octave):

The patch seems fine, although it adds yet another target to build.  I just
timed it and it was 3:15 for this single package on a dual CPU, 4 threads
total, SSD-equipped laptop.

Shouldn't the need for this eventually go away?  I would think that most MXE
builds, for example jwe producing the "official" Windows build, would be done
on a modern computer with a modern OS.  I'm not sure it is necessary to
support cross-building from older operating systems.

It's your call whether you want to apply it or not.
