Follow-up Comment #1, bug #47635 (project octave):

I'm attaching a preliminary partial solution.  Things that still need to be
done:

* set default from version and config info (need to move some config and
version info to liboctave from libinterp; see bug #45659)
* provide way to change user agent string from Octave scripting language
(separate function or option for urlread/urlwrite?).
