OK, good news:
octave-4.0.1 32 bit now installs fine and runs mostly fine on Windows 10.
__run_test_suite__.m:
Summary:

  PASS     13014
  FAIL         4
  XFAIL       30
  SKIPPED     54

although a second run had only 2 FAILs.
The FAILs are with a.o., movefile, copyfile and unpack and seem serious:

*** Couldn't reserve space for cygwin's heap, Win32 error 0


Invoking zip and gzip leads to a crash (of those programs, not Octave). A.o.,
OF io's OCT interface is affected here.
