Yes this appears to be a Mesa Intel bug, possibly this one:
https://bugs.freedesktop.org/show_bug.cgi?id=80568

Either try the workaround suggested or try updating Mesa (see
https://wiki.ubuntu.com/Kernel/LTSEnablementStack if you are stuck with Ubuntu
LTS).
