Follow-up Comment #16, bug #45458 (project octave):

Is it possible that the fontconfig chache is generated in
%TEMP%\fontconfig\cache and some users have settings/tools which clear the
%TEMP% folder on startup?

This could explain why some users see the delay only once if the a plot is
shown, some others between restarts and others between logoff/login.

perhaps we can move the fontconfig cache to the Octave install directory
