How to install nan pkg on Octave 3.8.2 on Windows?

Do I need to download tar archive from sourceforge and install it using pkg
install nan.x.x.x?

I tried pkg install nan-2.8.1.tar.gz but get lots of errors.

I want to run nanfft in windows 7

error code is 

"Oct2PyError: Name: "nanfft" does not exist on the Octave session path" in
python

I use oct2py in python
