Details:

When attempting to install natively in windows, the package appears to fail
due to not inclusing the librsb other_libs.

When attempting to cross compile the package in mxe-octace, the package fails
as it attempts to run the native octave as part of the configure script.

Attached patch uses octave-config and mkoctfile to extract required octave
variables (which have both crass and native versions in the mxe-octave build),
and extracts the other_libs libs from librsb-config.
