Follow-up Comment #2, bug #46378 (project octave):
Don't know if it will help, but perhaps the video card drivers got updated and
are having a negative effect
You could also perhaps try deleting the settings of octave and seeing if that
helps, they are stored in
%USERPROFILE%\.config\octave
