To be clear, this is not a Matlab compatbility bug, updating bug information.
The example given in the link you provided works as is in Octave with scalar
scaling factors.
Allowing an array scale factor may work without breaking compatibility to the
quiver function, but it would probably not work with the expected handle
properties that the quiver function returns.
The Matlab does for quiver here [1] and here [2] both confirm that the scale
factor is a scalar only.
