Follow-up Comment #23, bug #45816 (project octave):
I went ahead and updated Rik's patch based on the feedback so far, completely
untested but attached here for review. The more verbose #if conditional is
intentionally copied from other conditionals in the same file for consistency,
and to apply to Windows but not cygwin as we discussed.
