Follow-up Comment #10:
This seems more like a cygwin packaging or build environment problem than an
Octave bug, since others have this behavior working perfectly in the native
Windows build.
Leaving open for now in case other cygwin users have a way to help, but this
will likely be closed since there doesn't seem to be anything wrong with
Octave.
