Follow-up Comment #1:

Seems like this has been broken for a while.  I tried versions 4.0.0, 3.8.3,
3.6.4, and 3.4.3 and it's always wrong.

I would kick the function out of the core to the statistics package and if
somebody wants to make it work there they can.
