Yes, PKG_ADD/PKG_DEL directives are properly documented:

This is what Carnë suggested to you, in the case of the io package, to avoid
moving PKG_ADD/PKG_DEL files during post_install. But for sure, there are
other ways to achieve the same result (for instance, points 1--3 in my comment
#8).
