Follow-up Comment #7, bug #43907 (project octave): Right, since graphics_toolkit('qt') does not error in your example there does not appear to be a bug of the kind that you reported. Whether there are other side effects of toolkit switching while figures are open is still to be determined. Until this is worked out, it would be safer to not allow it. If a user wants to do comparisons it is pretty easy to print the current figures and then switch toolkits.
