Follow-up Comment #4, bug #44998 (project octave):

You're right, generating the doc cache is a little stumbling block.

But can it be done afterwards, as one of the last steps during installation in
Windows?
After all, as a last OF packages install step it is also required to have
Octave silently run "pkg rebuild" to update the share/octave/octave_packages
file. At least, that is the easiest way to generate/update it.
AFAIK there's a helper script for pkg.m that generates the docs for an OF
package.

Processing preinstall.m and postinstall.m for some of the packages may also be
challenging.

As Octave can't be "cross-run" in mxe-octave, some steps for some packages
just have to be done during installation on Windows.
I see little harm in running a "headless" Octave to stitch together some final
missing pieces during installation on Windows.
