Details:

The generation of "See also" hyperlinks by the generate_html package has been
broken for quite some times.

Most (if not all) function description pages on the Octave Forge web site
currently have plain "See also" references (no links).

The __makeinfo__ function still has a third input argument called see_also,
but this argument is not actually used, and a comment in the source code makes
it clear that this third argument is meant to be dropped in the future.
