Follow-up Comment #23, bug #44765 (project octave):

I'm uploading svg and eps versions from before your patch (tst_old) and after
your patch (tst_new).  The problem persists for me.  I will build a version of
Octave with your patch for MXE which has ghostscript 9.15 installed and see if
it works there.
