Follow-up Comment #48, bug #44007 (project octave): In the mean time I found out why gnuwin32 tar.exe doesn't work in Octave: Indeed it depends on its very old libiconv-2.dll and refuses to run with the one built by MXE (that is ~12 years newer). OTOH Octave refuses to start with the old (2003) libiconv-2.dll (obviously).
