Follow-up Comment #16, bug #44007 (project octave):
Looks like there are 3 versions of bsdtar in msys/mingw:
1) basic-bsdtar
2) msys-bsdtar
3) mingw-bsdtar
And then there is msys-tar, which is what we were currently using.
>From previous comments, it has to be the mingw32-bsdtar package?
