Follow-up Comment #75, bug #41699 (project octave): I tried compiling it first however it doesnt detect it still in the configure. I think the issue is that we are compiling libgomp and putting it where it will be needed for the native gcc (when in windows), however need it for the cross gcc whilst building octave. I made a patch that copies the files to both the windows native and build gcc positions (attached) and it now gets detected at that point by configure. I havent done a full compile yet, or install in windows to see whether it breaks anything else.
