Details:

During m-file debug sessions, sometimes breakpoints and "position pointers"
(the yellow arrow before the line with the next instruction to be executed)
aren't erased when clicking the "clear breakpoints" button. Also, those
"sticky" or "ghost" breakpoints aren't functional anymore - execution just
continues.
If it were just cosmetic it wouldn't be very severe, but I also find that I
cannot re-set a breakpoint at the position of that "sticky" non-functional
breakpoint. The only way out is to close the file and re-read it into the
editor.

This behavior has been around for a long time (> 1 year); I haven't been able
to devise a reliable scheme to reproduce it so didn't report it. But maybe
now, with 4.0.0 approaching, is the time to bring it up anyway.

One scenario where I often encounter it when having edited a file with
breakpoints present; if lines have been inserted or deleted it occurs more
often; saving the file sometimes makes it happen more quickly as well.

As I do little Octave dev work on Linux I can't remember if I encountered it
on Linux, I think not, so I've set OS to "Windows".
