Follow-up Comment #17, bug #44075 (project octave):

I'd rather avoid putting compiled files into the hg archive.

I believe that the current upstream MXE project has the capability to build
for multiple architectures in parallel.  Using such a setup it would be
possible to build the 32-bit NSIS installer and whatever tools are needed to
build it along with the 64-bit compiler and tools for Octave.
