Follow-up Comment #2, bug #43781 (project octave):
In the properties of the shortcut to (the batch file that starts) Octave
(right-click on the shortcut, select "Properties") you can also enter a
startup directory.
AFAICS this works reliably on my Windows systems.
I've think it may be handy to adapt the nsis script in Octave to create an
"octave" subdirectory in the user profile (or user profiles if installing as
admin) and point the Octave startup dir to it in the shortcut, e.g. to
%USERPROFILE%\octave.
